Definition Of Terms Target / Eligible

 DMH’s “target/eligible” criteria are based on client registration data entered by providers into ROCS.  Target/Eligible is calculated using the diagnosis designated as principal, treatment history and level of functioning scores. 

To be Eligible an individual must meet at least one of the 5 diagnostic fields (axis I and II) in Illinois adult eligibility diagnosis requirements (see "DHS/OMH SMI Target Population Diagnoses List" for requirements), with a functioning score between 1 and 99 (>=1 and <=99) and for whom the functional scale used was the GAF or the CGAS. 

Target clients are a subset of the total eligible population and consist of individuals with serious mental illness or severe emotional disturbances.  This is operationally defined as meeting one or more of the five treatment history criteria specified for the target population (i.e., at least one of these five treatment history criteria is coded "1") OR the client meets functional criteria by either: (a) Meeting two or more of the seven functional criteria in section A for the SMI Target population (i.e., at least two of these seven functional criteria is coded "1".) or (b) Meeting the one functional criteria under section B for the SMI Target population (i.e., this functional criteria is coded "1".)
